David McPherson

David McPherson has an extensive work experience in revenue management and tax administration. David served as Deputy Finance Director at the City of San Jose from 1997 to 2010, where they developed a Revenue Collection Strategic Plan that won six awards for excellence in revenue enhancements and technology. David then joined the City of Oakland in 2010 as a Revenue & Tax Administrator, where they became the first Tax Administrator in the country to successfully tax, audit, and regulate medical marijuana businesses. David played a pivotal role in the development of the Medical Cannabis Regulation and Safety Act while working closely with the League of California Cities and lobbyists. Since 2015, they have been serving as Compliance Director for HdL Companies, one of the state's leading cannabis management consulting firms, helping local and state agencies in developing regulations, compliance, auditing, and economic development policies for the cannabis industry. David McPherson brings substantial experience and expertise to tax and regulatory issues related to the cannabis industry.

David McPherson holds a Bachelor's degree in History from California State University, Fullerton. David has also completed a Master of Public Administration (MPA) program from California State University, Long Beach. Additionally, they have obtained two certifications, one in Certified Licensing Official from the National Bureau of Licensing Officials in July 2005 and the second in Certified Revenue Officer from CMRTA in December 1990.
