Serena Mortlock Francis

Serena Mortlock Francis has a diverse work experience spanning several government agencies in Canada. Serena currently serves as the Chief Financial Officer at Health Canada since September 2021. Prior to this, they held roles at Treasury Board of Canada Secretariat, where they served as the Executive Director for both the Procurement, Materiel and Communities Directorate and the Real Property and Materiel Policy departments.

Serena also has extensive experience at Health Canada, where they held the positions of Director General for the Chief Financial Officer Branch and Executive Director for Financial Management Services. Before joining Health Canada, they worked at Indian and Northern Affairs Canada in various positions. Finally, Serena served as the Director for the Government Operations Sector at the Treasury Board of Canada Secretariat.

Serena Mortlock Francis obtained their Bachelor of Science degree from Mount Allison University in 1999-2003. Serena then pursued a Master of Business Administration degree at the Sobey School of Business at Saint Mary's University from 2004-2005. Lastly, they completed their CPA-CMA certification from the Chartered Professional Accountants of Canada (CPA Canada) from 2005-2007.
