Roscoe D. Cooper III was elected to represent the Fairfield District in November 2015 and reelected in 2019.
He is the pastor of Rising Mount Zion Baptist Church. He was reared, educated and has resided in eastern Henrico County for more than 35 years. After graduating from Henrico High School, he attended Virginia Union University. He earned a Master of Divinity degree from the Samuel DeWitt Proctor School of Theology at Virginia Union University, and continued his postgraduate work at the Chicago Theological Seminary. In 2013, he was awarded a Doctor of Divinity degree from Richmond Virginia Seminary.
Cooper is a past president of the Baptist Ministers’ Conference of Richmond. He has served as chair of the board of directors of Capital Area Health Network, and as a member of the Religious Advisory Committee of U.S. Sen. Mark Warner. Mr. Cooper is the proud father of two children who attend Henrico County Public Schools.
