Arnulfo Melo Armstrong

Arnulfo Melo Armstrong has experience working as an Oficial de protección legal at HIAS since 2023. In this role, they provide legal information and advice to migrants, refugees, and other individuals in need of international protection while adhering to international and local protocols. Arnulfo actively observes the context to generate reports and analysis related to trends and impressions of the protection interventions. Arnulfo also establishes and maintains relationships with counterparts such as government authorities, UN agencies, and community leaders.

Prior to their current role, Arnulfo worked as a Fiscal Adjunto at the Ministerio Público from 2017 to 2023. Their responsibilities included coordinating various judicial procedures and preparing written accusations or dismissals based on the collected investigation elements.

Arnulfo Melo Armstrong has a diverse education history spanning several years. In 2008, they obtained a high school diploma from Colegio Abel Bravo and also completed a course in English at English For Life. Arnulfo then pursued a Bachelor's degree in Law and Political Science at Universidad de Panamá from 2014 to 2018.

In 2020, Arnulfo Melo Armstrong enrolled in various courses and programs. At the Instituto de Tecnología e Innovación, they completed courses in Chain of Custody Management, Oral Trial Phase in Accusatory Criminal System, and Investigation Phase in Accusatory Criminal System. Additionally, they attended a Course on Criminal Investigation and Evidence Management at the United Nations Office on Drugs and Crime.

Further expanding their expertise, in 2022, they completed a Course on Scientific and Operational Methodology of Criminal Investigation through the Internacional Criminal Investigative Training Assistance Program (ICITAP). Arnulfo also obtained a Diploma in Mediation and Conflict Resolution Techniques from Universidad del Caribe Panamá, focusing on legal studies.

Arnulfo Melo Armstrong continues their academic journey in 2022 and onwards. Arnulfo is pursuing a Master's degree in Criminal Law and Criminal Procedural Law from INEJ. Additionally, they enrolled in a Diploma in Judicial Resources of the Accusatory Criminal System at Universidad del Caribe Panamá, specializing in the field of law. To enhance their legal skills, they participated in a Seminar on Oral Litigation Techniques conducted by GRUPO GUIA in 2023. Arnulfo also sought to improve their computer skills, attending an Intermediate Spreadsheet Course at INADEH in the same year.
