Weylan Bryant, M LS, PE, serves as the Director of Community Improvement Services at the Highlands Ranch Community Association since March 2024. Previous experience includes roles as Executive Vice President and Director of Civil Engineering at Engineering Service Company from November 2015 to March 2024, and Chairman of both the DRC and CRC at Highlands Ranch Community Association from 2001 to November 2018. Weylan co-founded Atwood Associates Consulting Engineers, Inc., where tenure as Founding Principal and President lasted from December 2004 to November 2015, alongside serving as Vice President and Office Manager at Huitt-Zollars, Inc. from April 1999 to December 2004. Educational qualifications include a Masters of Juris Prudence in American/U.S. Law/Legal Studies/Jurisprudence from Texas A&M University School of Law, complemented by dual Bachelor of Science degrees in Civil Engineering from Temple University.

The HRCA maintains four state-of-the art recreation facilities, provides architectural control and covenant enforcement, programs youth and adult fitness programs and educational opportunities, manages the Backcountry Wilderness Area, and hosts over 100 community events per year.
