Dawn Thomas

Dawn Thomas, MPA, SPHR, PHR, is an experienced professional in human resources and education, currently serving as the People & Culture Business Partner at Seattle City Light since July 2022, where responsibilities include developing the performance management program. Additionally, Dawn serves as adjunct faculty at San Francisco State University and Highline College, teaching various online human resource courses and developing curricula. As a Personnel Board Member for King County, Dawn reviews and hears appeal cases related to employment disputes. Previous roles include Human Resources Operations Manager at McKinstry, overseeing HR functions for 1,200 employees, and multiple positions at Pierce County, including Administrative Analyst and Classification and Compensation Analyst, where responsibilities included HR management and program oversight. Dawn began a career in human resources as a Senior Human Resources Analyst at the University of California, Riverside. Education includes a Master of Public Administration and a Bachelor’s degree in Liberal Studies from California State University-San Bernardino.
