Andrei Soltan

Andrei Soltan is a delay and programming expert with extensive experience in project management and quality assurance. Currently serving as Principal and Country Manager at HKA since January 2023, Andrei previously held the position of Director at Berkeley Research Group LLC from October 2021 to January 2023 and Associate Director at HKA from March 2017 to October 2021. As a consultant from 2008 to 2017, Andrei specialized in preparing Planning Expert Witness Reports and providing expert evidence in international arbitrations and adjudication proceedings. Additional roles include Quality Management Expert Engineer at Ascot Engineering Services, Quality Management Specialist at Dytras Romania SRL, and Quality Director at Romair Consulting. Andrei holds a Diploma Engineer from the University Politehnica of Bucharest and a Bachelor of Engineering (Honours) in Industrial Engineering from Galway – Mayo Institute of Technology.
