John Rooney

John Rooney currently serves as Deputy Program Manager at HNTB, where responsibilities include overseeing design build procurement delivery for the MTA C&D Penn Station Access Project, focusing on third-party coordination and the development of construction requirements that impact railroad operations. Previously, John held several director-level positions at Amtrak from 1992 to 2017, including Director of Planning and Budgets within the Engineering Department, where management of a $450 million budget took place, and Director of Finance & Administration for the Metropolitan NY Division, overseeing a team of financial professionals and managing an $85 million budget. John also has experience as Director of NEC Resource Allocation & Controls. Educational qualifications include a B.A. in Economics from Villanova University and graduate studies in Finance from West Chester University of Pennsylvania.
