David Waggoner is a seasoned legal professional currently serving as the Managing Attorney at the Alameda County Homeless Action Center, a $2.5 million organization dedicated to providing legal services, since June 2006. Additionally, Waggoner has operated The Law Office of David P. Waggoner since 2005, specializing in strategic communication and litigation for political and commercial clients, particularly before various government entities in San Francisco. Waggoner holds a Master of Arts in Political Science from San Francisco State University, a Juris Doctor from Golden Gate University School of Law, and a Bachelor of Arts in Philosophy from the University of Louisville.

We are experiencing an epidemic of homelessness. Its effects are corrosive both for those without shelter and the communities in which they live. The Homeless Action Center (HAC) is the only legal services program in the Bay Area to focus exclusively on free public benefits advocacy as a critical tool for ending homelessness. Our clients are disabled, mentally ill, and homeless. With HAC's help, they make the transition from homelessness and reliance on emergency rooms to a sustainable income, healthcare, and restored dignity.
