Honolulu Community Action Program, Inc. (HCAP) is a private, non-profit 501(c)(3) organization, delivering need-based human services to the economically challenged on the island of O’ahu since 1965. Recognized as a Community Action Agency, HCAP’s mission is very deeply rooted in its responsiveness to the community and its needs.
