Philip Kaufmann

Philip Kaufmann currently serves as Assistant General Counsel at Horace Mann since May 2021. Prior to this role, Philip held various positions at the Illinois Department of Transportation, including Chief Counsel and Deputy Chief Counsel, where responsibilities included leading legal teams and engaging with executive staff on policy issues. Philip also served as Senior Strategic Sourcing Counsel for the State of Illinois, focusing on procurement legal matters, and was the State Purchasing Officer overseeing IT and Telecom purchases. Earlier experience includes legal support for the Bureau of Communications and Computer Services and litigation as an Associate at Giffin, Winning, Cohen & Bodewes, P.C. Philip earned a law degree from the University of Illinois, College of Law, and a Bachelor of Arts in History from Illinois College.
