Justin Hamm

Justin Hamm is an accomplished technology and business leader with extensive experience in healthcare and information systems. Currently serving as the Director of Information Technology at Horizon Behavioral Health since April 2025, Justin has a strong background in managing technology within healthcare settings, ensuring compliance with HIPAA regulations. Previously, as President of Belt Tech Inc. from February 2012 to September 2024, Justin successfully guided a family business toward sustained growth by developing strategic plans and managing financial operations. From January 2015 to December 2019, Justin led a Meineke franchise, focusing on operational excellence and brand compliance. Earlier roles included serving as Director of Information Systems at Bluefield Community Health Systems, where Justin was responsible for overseeing IT operations in a 240-bed facility, and as Information Systems Coordinator III for the State of West Virginia Department of Transportation. Justin holds a Master of Science in Information Systems from Marshall University and a Bachelor of Science in Computer Science & Business Administration from Bluefield University.
