David Shuster, Ed.D., CE has extensive work experience in various leadership roles. David is currently serving as the President and CEO of Horizon Goodwill Industries since March 2019. Previously, they worked at the same company as the Director of Operations and Compliance, where they provided leadership for operational activities and oversaw regulatory compliance activities.

Before joining Horizon Goodwill Industries, Shuster worked at Virginia Tech, where they held multiple roles. David served as the Associate Director of Recreation Facilities and Operations, overseeing the strategic planning and operational effectiveness of a campus recreation and wellness program. David also worked as an Instructor in the Department of Human, Nutrition, Foods, and Exercise, teaching weight training courses and supervising teaching assistants. Additionally, they served as the Assistant Director of Facilities, leading a staff in the operation of campus recreation facilities.

David Shuster, Ed.D., CE attended Frostburg State University from 2015 to 2018 and obtained a Doctor of Education (Ed.D.) degree in Educational Leadership. Prior to that, they completed a Master of Science (M.S.) degree in Health and Physical Education from Virginia Tech in the years 2000 to 2003. In 1994 to 1996, they earned a Bachelor of Arts (B.A.) degree in Theater Arts from Virginia Tech. David also holds an Executive Certificate in Transformative Leadership in Disruptive Times from The George Washington University. In addition to their academic qualifications, David Shuster has obtained certifications as a Certified Executive from Goodwill Industries International and as a Level III Certified Coach from the US Rowing Association.
