Currently, as the managing partner at HORNE, Neil leads business strategy development and operations for the firm while also serving on the Board of Directors. Previous roles include partner in charge of government services at HORNE LLP, overseeing a team dedicated to FEMA and HUD programs, and partner in disaster recovery services focusing on HUD Community Development Block Grant funds. Neil is also the former owner of Vanguard Strategies. Educational qualifications include a Bachelor of Arts in English Language and Literature from Virginia Wesleyan University and an Associate of Science from Tidewater Community College.
