Steve Gillen

Steve Gillen is an experienced engineering manager currently working at Horner & Shifrin, Inc. since April 2018. Prior to this role, Steve served as the Deputy Program Manager of Materials, Pavement Management, and Research at the Illinois State Toll Highway Authority from September 1990 to November 2017. In this position, Steve was instrumental in developing a pavement management program and a research program to enhance technology and cost-effectiveness. Steve successfully led all three programs, overseeing staff, workflow assignments, and implementing various process improvements. Steve holds a Master's degree in Materials Engineering from Purdue University and a Bachelor's degree in Physical Geography from the University of Illinois Urbana-Champaign.
