Jill Scoggins Noland

Jill Scoggins Noland serves as the Deputy Assistant Director of Policy & Innovation at HACLA, where responsibilities include overseeing department operations, leading agency-wide data and strategy, and building external partnerships. With extensive experience in community development and human resources, Jill has held various roles at HACLA since 2005, including Community Development Manager and Administrative Services Manager. Prior to this, Jill worked with the City of Los Angeles as an Executive Officer/Director of Operations and Senior Policy Analyst, focusing on economic development and policy analysis. Jill’s career also includes positions at Western Asset Management and Arthur Andersen & Co., highlighting expertise in project management, compliance, and employee development. Education includes a Bachelor of Arts in Sociology with a Human Services concentration from California State University, Stanislaus.
