Carlos Vargas

Carlos Vargas is an experienced professional in human resources, currently serving as the Chief Human Resources Officer at Howard University Hospital since February 2020, focusing on strategic HR leadership and operations. Prior to this role, Vargas held the position of Vice President of Human Resources and Technology at Adventist HealthCare, where responsibilities included talent acquisition and workforce analytics. Vargas also served as Chief Labor Relations Negotiator and HR Executive for the Montgomery County Government, leading recruitment and labor relations efforts, and as CHRO for the City of Rockville, managing a wide range of HR functions and departmental budgets. Earlier experience includes serving as a Senior Human Resources Generalist at the National Park Service. Vargas holds an MBA and an MS in Human Resources from The Johns Hopkins University.
