Tom Carter

Tom Carter is a seasoned professional in human resources and policy, currently serving as a Human Resources Executive at Howden Re since April 2024. Previously, Tom was the Global Head of Human Capital at TigerRisk Partners, leading a comprehensive HR function. Tom’s extensive career includes roles such as Managing Director/Partner at Hanover Search Group, where coordination of global executive search efforts took place, and President of LeaderFinder Consulting, which provided custom talent solutions. Tom began a substantial public service career with roles at the United Nations Security Council, as a U.S. Delegate, and within the U.S. Department of State, focusing on counterterrorism and policy for the Western Hemisphere. Educational qualifications include a Master's in Public Policy from Harvard University and a Bachelor of Science in Foreign Service from Georgetown University.
