Paul Kemp

General Counsel at HTC Global Services

Paul manages all legal issues of the corporation including contract negotiations, corporate acquisitions, intellectual property matters, and the statutory and regulatory requirements that govern the company’s business practices, including the Health Insurance Portability and Accountability Act (HIPAA) and Stark, which governs the practice of physician referrals to medical facilities.

Additionally, Paul serves as the company’s internal compliance officer ensuring that HTC Global Services conducts business not only in compliance with the applicable law but also with the highest ethical standards.

Paul negotiated the partnership agreement between Detroit Medical Center (DMC) and Oakwood Healthcare System (OHS) that establishes ownership of HTC Global Services between its hospital partners and Compuware Corp. He later joined the company in 2004, and since then negotiated more than 100 contracts with hospitals for HTC Global Services products and services. Most recently, Paul was instrumental in the acquisition of a competitor as well as the purchase of the company’s newest data center.

Paul is a graduate of the University of Michigan-Dearborn and the University of Michigan Law School. He is a member of the Michigan Bar, the American Bar Association, and the Association of Corporate Counsel. Previously he was also associated with the law firms Clark Hill PLC and Pepper Hamilton LLP.
