Charles E. Hart

Charles E. Hart currently leads the Road Design Department. His primary work experience includes managing and designing complex roadways, roundabouts/intersections, bridge, and culvert replacement and rehabilitation, municipal utility, and drainage improvement projects. The majority of Mr. Hart’s design and project management work is for federally funded projects, which follow Michigan Department of Transportation (MDOT) guidelines for special provisions and estimates. Mr. Hart joined HRC in 1998, has over 23 years of professional experience, and is a licensed Professional Engineer in the state of Michigan.
