Herrin Hopper

Vice President & Deputy General Counsel at Human Rights Campaign

Herrin Hopper has extensive experience in legal compliance and regulatory affairs. Starting in 2002, they worked as a Judicial Law Clerk for the United States Court of Federal Claims. From 2004 to 2005, they were an Associate Attorney at Reed Smith, LLP, followed by a role as an Associate Attorney at Klein, DeNatale, Goldner, Cooper, Rosenlieb & Kimball, LLP from 2006 to 2009.

In 2009, Herrin Hopper joined Health Right, Inc. (a subsidiary of Unity Health Care) as the Director of Compliance & Regulatory Affairs, where they revitalized the compliance program for a Medicaid managed care plan.

From 2010 to 2014, Herrin Hopper worked at Unity Health Care as the Corporate Compliance Officer & Director of Regulatory Affairs, where they founded the compliance and ethics program for a federally qualified health center. In addition, they served as the Director of Telemedicine Strategy & Initiatives at Planned Parenthood Federation of America during this time, leading the creation of a new department focused on technology-driven care delivery.

In 2014, Herrin Hopper joined Evolent Health as the Managing Director of Compliance. They restructured the Compliance Department and managed a team that provided compliance support for various health plan products.

Starting in 2015, Herrin Hopper worked at Clements Worldwide as the Director of Global Compliance, followed by roles as the Director of Global Legal Affairs and Compliance and the Senior Director of Global Legal Affairs and Compliance. During their time at Clements Worldwide, they established and led the Legal Affairs and Compliance department, implementing programs related to contract management, data privacy, anti-money laundering, and more.

Currently, Herrin Hopper is working at the Human Rights Campaign as the Deputy General Counsel. They will be transitioning to the role of Vice President & Deputy General Counsel in June 2023.

Herrin Hopper has a diverse educational background. They obtained a J.D. degree from The George Washington University Law School. Additionally, Herrin earned a Master's degree in Public Health; Health Policy from The George Washington University School of Public Health and Health Services. They also obtained a Certificate in Health Care Corporate Compliance from The George Washington University College of Professional Studies. Furthermore, Herrin received a Bachelor of Arts degree from Swarthmore College, majoring in Sociology/Anthropology and Women's Studies.

In terms of additional certifications, Herrin obtained a Certified Professional Co-Active Coach (CPCC) qualification from the Co-Active Training Institute in April 2023.
