Samantha (Hetrick) Lowry is the Senior Director of Research and Evaluation at ICF's Justice Research and Victim Services division, a position held since November 2014. Previously, Samantha served as a Research Associate at the Urban Institute's Justice Policy Center from August 2007 to November 2014. Earlier roles include Graduate Teaching Assistant and Graduate Research Assistant at Northeastern University, and Finance Advisor for Sigma Kappa. Samantha's experience also encompasses working as a Counselor and Child Care Provider for adjudicated delinquent male sex offenders at Adelphoi Village.
