Samantha Hartley

Samantha Hartley, PhD, currently serves as the Research and Evaluation Manager at ICF, starting in October 2023. Previously, at the University of Maryland School of Medicine from June 2020 to October 2023, Samantha was a Postdoctoral Research Fellow in the National Center for School Mental Health, overseeing program measurement and evaluation for the Maryland School Mental Health Response Program. Samantha’s experience includes roles as a Graduate Research Fellow at the University of South Carolina, where dissertation research focused on online training in implicit bias, along with various clinical and research capacities in school mental health. Samantha holds a PhD in Clinical-Community Psychology and a Master’s degree in Psychology from the University of South Carolina, as well as a Bachelor’s degree in Human Biology from Stanford University.
