Jessica Cowles

Jessica Cowles currently serves as the Director of Ethics for the International City/County Management Association (ICMA), where responsibilities include overseeing the ethics complaint process and delivering training programs on ethics and transparency to local government managers. Prior experience includes serving as Town Manager and Chief Financial Officer for the Town of Berwyn Heights, where Jessica managed day-to-day operations and led significant organizational improvements. Previous roles include Legislative and Policy Analyst for the City of Annapolis, Project Manager at Marstel Day, LLC, and various positions in legislative support and policy analysis for organizations such as the U.S. House of Representatives and Trust for America's Health. Jessica holds a Master's Degree in Public Administration from the University of North Carolina Wilmington and a Bachelor's Degree in Political Theory and Constitutional Democracy from Michigan State University.
