Andrew Coffey

At IEM, Dr. Coffey leads the National Security Technologies practice supporting all levels of government in the development and implementation of new and emerging technologies supporting critical missions in defense, intelligence, homeland security, and law enforcement. He also supports IEM’s clients as an advisor in risk management, supply chain security, and cybersecurity. With nearly 15 years of professional experience at the highest levels of government and industry, including the White House and the Fortune 200, Dr. Coffey is a recognized subject matter expert and thought leader in homeland intelligence and information sharing.

Prior to joining IEM, he held an advisory role as senior manager with Marsh McLennan, supporting the firm’s global operations in over 100 countries. Dr. Coffey led efforts to safely return over 90,000 employees to offices during the COVID-19 pandemic, and rapidly supported critical business operations during the Russia-Ukraine conflict. He also enhanced the global business resiliency team by refining intelligence reporting for senior decision makers, guiding strategy development, and streamlining the transition from disaster recovery to operational resiliency for the global enterprise.

Before returning to the private sector, Dr. Coffey was a Deputy Director for the National High Intensity Drug Trafficking Areas (HIDTA) Program at the White House Office of National Drug Control Policy, serving three administrations. He led a complete overhaul of the program’s intelligence strategy and enhanced capabilities for 33 Investigate Support Centers (ISCs) providing strategic, operational and tactical intelligence to interagency drug trafficking and money laundering task forces across the United States. He also led a significant effort to streamline the program’s operations in performance management, policy and governance, technology acquisition, and grant allocation, yielding measurable results that reduced the timeline for disbursing federal grant funding to hundreds of state and local law enforcement agencies. As a member of special White House task forces and working groups, Dr. Coffey spearheaded efforts to address drug trafficking on public lands, advised on new counter-drug technologies, secured data and information sharing platforms, coordinated efforts across dozens of federal, state and local agencies, and helped write portions of the President’s annual National Drug Control Strategy.

Prior to entering public service, he held management and research positions at IEM and the Center for Naval Analysis supporting federal, state and local agencies, as well as international clients by developing first-in-kind solutions for complex missions. He has also worked in journalism and academia.

Dr. Coffey holds a doctorate in Public Administration and Policy from Virginia Tech, and a bachelor’s degree in Political Science from Radford University. From 2016-2017 he was a Senior Fellow with the Center for Cyber and Homeland Security at George Washington University.
