Edward Johnson

Edward Johnson is President of EHJ-Solutions, a consulting firm focused on resolving organizational, administrative, and business requirements and problems, with a special focus on budget, financial, administrative, and leadership issues, as well as government operations.

Johnson retired as the Chief Financial Officer (CFO) and Senior Advisor to the Chief of Staff for the Federal Emergency Management Agency (FEMA) where he provided exceptional advice, counsel, and direction to senior FEMA leadership, including the FEMA Administrator and Deputy Administrator on budget, financial, programmatic, internal control, and more. He also represented FEMA to the Department of Homeland Security, Office of Management and Budget, and Congressional offices on these matters, and led an organization of 250 professionals and technical staff. At FEMA, Johnson served on the Sandy Recovery Improvement Act senior leadership implementation team, which included retooling FEMA’s rules to better integrate public assistance and mitigation grants to enhance recovery results. Further, he worked extensively with all FEMA program offices to identify ways to increase operational results and controls for all types of financial assistance (e.g., individual assistance, public assistance, hazard mitigation, preparedness, etc.). He also resolved millions in aged debts owed to FEMA and remediated audit and Office of Inspector general findings.

Before joining FEMA, Johnson was the Director of the Burlington Finance Center for the U.S. Immigration and Customs Enforcement (ICE), a nationally recognized leader in all areas of financial management and reporting, handling billions in financial accounts. While at ICE, he also served as the Acting Director for Financial Management for many extended periods, as well as ICE’s Acting Chief and Deputy Chief Financial Officer.
