Annie Cloke currently serves as the Director of Public Partnerships at IMPaCT Care, beginning in May 2024. Prior experience includes holding the title of Vice President and Director at CapView Strategies from December 2014 to April 2024, where Annie specialized in health policy consultancy, focusing on Medicaid, behavioral health, and health care reforms. Prior to that role, Annie worked as a Senior Associate in Health Reform at Avalere Health, providing analysis on the Affordable Care Act and behavioral health issues. Additional relevant experience includes consulting for the New York City Department of Health and Mental Hygiene, interning at the National Academy for State Health Policy, and conducting research for The Pew Charitable Trusts. Annie holds a Master’s degree in Public Administration with a concentration in Health Policy and Management from New York University and a Bachelor’s degree in Sociology from Georgetown University.

Amid clinical workforce shortages, rising healthcare costs and ongoing concerns about inequity, IMPaCT Care’s mission is to advance health equity by unlocking the power of the grassroots community health workforce. Having proven the model and grown through guerrilla efforts to serve 50 client organizations across 20 states, we’re now ready to scale. We are a completely remote company, backed by leading healthcare investors, and advised by senior leaders from Amazon, Kaiser Permanente, and the University of Pennsylvania. IMPaCT is the leading evidence-based intervention in the U.S. for addressing health inequity and the social determinants of health. IMPaCT’s standardized, scalable program selects altruistic people from local communities, trains them as CHWs and connects them with people who are facing health inequity. We then support CHWs as they help their clients improve their lives and health. We have transformed the effectiveness of the CHW workforce by reimagining each step, from how to identify the right CHWs, to how to train, develop, manage, and empower them with technology and evidence-based best practices. We’ve achieved outcomes frequently believed to be out of reach: across multiple randomized controlled trials, our team has demonstrated dramatic improvements in cost, health and patient satisfaction – $2,500 saved per patient in year 1, improved mental health, 66% of hospital days compared with matched controls and a 94% net promoter score.
