Regina is an accomplished healthcare executive with more than 30 years of experience in disability-expert care and experience in the full range of healthcare operations, compliance, and program development.

Regina’s passion is providing excellent, efficient, cost-effective care while achieving positive health outcomes for high-needs, low-income individuals. Before coming to ICS in 2002, she worked at United Spinal Association for 16 years, where she focused on policy initiatives to promote veterans’ health care, long-term care, Medicare, Medicaid, housing, and disability rights as the organization’s Director of Legislation.

Under Regina’s leadership, ICS has participated in several innovative projects, including New York State’s Medicaid Redesign Balancing Incentive Program Innovation Initiative, a pilot program to reduce the use of emergency room services and unnecessary hospital admissions and readmissions. She also led ICS’s participation with the Institute for Healthcare Improvement on a learning collaborative focused on decreasing barriers to care coordination by assisting primary care providers.

Regina’s expertise in the health care needs of people with disabilities also inform the work and deliberations of the New York City Commission on Human Rights, where she serves as a Commissioner.
