Donna has worked in various capacities with organizations such as the Caribbean Development Bank, the Ministry of Finance in Saint Lucia, and the University of the West Indies. Donna holds a Bachelor's degree in Economics and Accounting, a Diploma in Regional Trade Policy, and a Master of Philosophy in Economics. Donna's expertise includes macroeconomic surveillance, policy research, and development finance in countries such as Grenada, British Virgin Islands, Trinidad & Tobago, Antigua and Barbuda, Dominica, Turks and Caicos Islands, and more. Donna has also conducted research and authored policy documents on topics related to economic development.
