Marsha Brookins

Marsha Brookins, M.Ed, currently serves as the Director of the Division of Grants Management and Chief Grants Management Officer at the Indian Health Service since April 2022. With extensive experience at the U.S. Department of Homeland Security from July 2010 to April 2022, Marsha held roles such as Branch Chief and Program Manager, managing million-dollar federal programs including grants and contracts. As an educator with over 11 years of experience, Marsha has also taught at both high school and college levels, directed a federal child care center, and excelled in instructional design and large-scale training implementation. Marsha possesses strong interpersonal skills for collaboration across diverse organizations and has contributed as a board member on the Grant Certification Board and as a panel contributor for the CFO Council Financial Assistance Management Career Roadmap. Educational qualifications include a Bachelor of Science from the University of Maryland Global Campus and a Master of Science in Curriculum and Instruction from Walden University.
