Kelly Russ, MPA, NRP, PI, currently serves as the Chief of EMS for Putnam County Emergency Medical Services since March 2020, overseeing program planning, compliance, and staff supervision. With extensive experience as a 911 Paramedic at Indianapolis Emergency Medical Services and a background in teaching paramedic programs, Kelly has a strong focus on emergency medical care, education, and community engagement. Educational achievements include a Master's degree in Public Administration and ongoing studies in Registered Nursing, complemented by numerous certifications in emergency medical services. Demonstrating commitment through roles such as Government Liaison for March for Science and an intern at the Indiana Department of Homeland Security, Kelly emphasizes the importance of public health education and strategic planning in emergency medical services.

Indianapolis EMS is the largest provider of emergency pre-hospital medical care in the state, responding to over 100,000 9-1-1 calls each year. A division of the Indianapolis Department of Public Safety, IEMS is a partnership between the City of Indianapolis, Indiana University School of Medicine, and Health and Hospital Corporation of Marion County, with Eskenazi Health as the supervising health system.
