David MacMillan has a diverse work experience spanning over three decades. David started their career as a Programmer at R S & G Mechanical & Electrical Engineering in 1987 and later moved to the Canadian Telecommunications Group (CTG) in 1988. After working as a Programmer for a few years, they joined North York Hydro in 1990 as a Senior Network Analyst. In 1997, David joined Shoppers Drug Mart as the Manager of IT Network Services, where they were responsible for developing the IT infrastructure and security strategy for the national network. In 2007, they joined Infrastructure Ontario as the Vice President of Information Technology and Business Services. In this role, David developed and implemented an IT strategy that aligned the systems and processes with the company's goals and managed the relationship with various outsourced service providers.
David MacMillan's education history includes the following:
- In 2009, they attended the Ivey Business School at Western University for the Ivey Executive Program in the field of study, but no degree name was specified.
- From 2003 to 2004, they attended the Canadian Management Centre for "The Management Course," focusing on Business and Management, Leadership and Innovation, Marketing Strategy, and Financial Planning.
- Between 1985 and 1988, they studied Computer Programming and Systems at the DeVry Institute of Technology.
David MacMillan also obtained several certifications:

- In 2015, they received certifications in Crisis and Incident Management from the Business Continuity Institute (BCI), and Data Privacy Foundations from Ryerson University.

- In 2013, they obtained the COBIT 5 Foundation Certification from ISACA.
- In 2011, they became a Certified Group Fitness Instructor from Canfit Pro.
- In 2006, they received the ITIL Service Management Foundation Certification from the Central Computer and Telecommunications Agency (CCTA).
