James Spears, P.E., is a Principal Engineer at Inland Empire Utilities Agency since March 2015, overseeing multiple project teams focused on a ten-year capital improvement plan. With a progression of roles from Associate Engineer to Senior Engineer, James has gained extensive experience in project management within the Engineering and Construction Management Department. Prior to this, James worked at Harper and Associates Engineering Inc. as a Project Engineer, where responsibilities included field evaluations, underwater investigations, coating and structural inspections, and preparing technical reports. James holds a Civil Engineering degree with an Environmental Option from California State Polytechnic University-Pomona, earned between 2002 and 2007.

The Inland Empire Utilities Agency (IEUA) is a municipal water district that supplies imported and recycled water; collects and treats wastewater; and provides other utility related services to the community in a 242-square mile service area. IEUA provides these services in a regionally planned and cost-effective manner to its member agencies located in San Bernardino County. IEUA serves approximately 875,000 residents through its member agencies which include Chino, Chino Hills, Cucamonga Valley Water District, Fontana, Fontana Water Company, Montclair, Monte Vista Water District, Ontario and Upland.
