Angelica Peña is an experienced professional in the field of legal services and civic engagement. As the Director of Program Operations and Director of Tenant Defense at Inner City Law Center since June 2020, Angelica leads efforts to support low-income tenants facing eviction through effective program administration and dedicated team oversight. Prior to this role, Angelica served as the Grant Systems Director at Asian Americans Advancing Justice│Los Angeles, managing grant evaluation in the legal services sector and directing a national citizenship capacity building initiative. With a strong background in civic participation, Angelica held leadership roles at NALEO Educational Fund, Emerge California, and The Volunteer Center, fostering engagement and support for underrepresented communities. Angelica holds a Bachelor of Arts in Political Science from UCLA and a Master of Public Affairs and Practical Politics from the University of San Francisco.

The only provider of legal services on Skid Row in downtown Los Angeles, Inner City Law Center combats slum housing while developing strategies to end homelessness. Inner City Law Center is recognized for our expertise in housing issues, veterans’ benefits, and homelessness prevention. Our staff of 40, including 20 attorneys, provides quality legal representation for people who have nowhere else to turn. We fight for justice for low-income tenants, working poor families, immigrants, people who are homeless or disabled, and veterans. Driven by the fundamental principle that every person should always be treated with dignity and respect, ICLC works for long-term, positive, and meaningful change.
