Peter Horton is a Staff Attorney at Inner City Law Center since September 2022, previously serving as a Law Student at UCLA School of Law from August 2019 to October 2022. Horton has gained extensive legal experience through internships at ACLU SoCal, Public Counsel, and Inner City Law Center, focusing on issues such as education equity, tenant defense, and community development. Prior to pursuing a legal career, Horton worked as a Student Workforce Coordinator with LA Promise Fund and as an English Teacher at Aberdeen High School, showcasing a strong commitment to education and student advocacy. Educationally, Horton holds a Juris Doctor from UCLA, a Master’s Degree in Curriculum and Instruction from the University of Mississippi, and a Bachelor’s Degree from St. John's College.

The only provider of legal services on Skid Row in downtown Los Angeles, Inner City Law Center combats slum housing while developing strategies to end homelessness. Inner City Law Center is recognized for our expertise in housing issues, veterans’ benefits, and homelessness prevention. Our staff of 40, including 20 attorneys, provides quality legal representation for people who have nowhere else to turn. We fight for justice for low-income tenants, working poor families, immigrants, people who are homeless or disabled, and veterans. Driven by the fundamental principle that every person should always be treated with dignity and respect, ICLC works for long-term, positive, and meaningful change.
