Preston Burnes

Preston Burnes serves as IOA’s Vice President of Strategic Partnerships, bringing deep experience in community living program development in Medi-Cal managed care from his seven years spent as a program and project manager at the Health Plan of San Mateo. His experience at HPSM included pilot development, provider management and contracting, stakeholder coordination, Whole Person Care, risk adjustment, PACE, and strategic planning. Immediately prior to joining IOA, Preston served as a consultant with Sellers Dorsey focused on Medicaid finance and managed care plan development for large hospital systems. He holds his MBA from Santa Clara University and his BA in political science from Colgate University.
