Richard Carter

Richard Carter possesses extensive experience in contract management and community relations, currently serving as a Contract Specialist at the Office of Inspector General, U.S. Department of the Interior since 2017. In addition, Richard has worked at FEMA as a Community Relations Specialist since 2010 and held the position of Sales Manager at AT&T from 2006 to 2009. Early career experience includes serving as a Business Continuation Planner at Prudential Insurance from 1997 to 2001, where responsibilities included analyzing business processes to develop Disaster Recovery Plans. Richard earned a Master of Business Administration (MBA) in Business Administration and Management from the University of Phoenix between 2014 and 2016, and has additional academic experience from Rutgers University.

Regulating energy development; conserving land and water resources; protecting wildlife; conducting scientific research; preserving national parks, monuments, and heritage areas; and addressing American Indian concerns.
