Sandra Marchenko has a strong background in leadership roles related to child protection and international law. Sandra has served as the Senior Vice President of Operations at the International Centre for Missing & Exploited Children since 2023. Prior to that, they earned a Bachelor of Arts degree in Russian Language and Literature from the University of North Carolina at Chapel Hill, studying from 1990 to 1994. In 1993, they also participated in a semester abroad program at Southern Federal University (formerly known as Rostov State University), where they focused on Russian Language studies.

In terms of additional certifications, Sandra Marchenko has obtained a Notary Public Commission from the Office of the Secretary of the Commonwealth of Virginia in July 2012.
