Camila Moya Rosario is an accomplished professional with extensive experience in air transport and international relations. Currently serving as an Alternate Representative and Air Transport Advisor at the Permanent Mission of the Dominican Republic to the International Civil Aviation Organization (ICAO) since June 2019, Camila also holds the position of Consular Attaché at the Consulate General of the Dominican Republic in Montreal since October 2017. Camila's educational background includes a Master of Laws (LLM) in Air and Space Law from Leiden University, a Graduate Certificate in Air and Space Law from McGill University, and a Postgraduate Diploma in Management, along with a Bachelor of Arts in Joint Honours in International Development and Hispanic Studies, both from McGill University. Additionally, Camila participated in a Summer School Program at Harvard University focusing on International Relations and Affairs.

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944). Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. Industry and civil society groups, and other concerned regional and international organizations, also participate.
