Oscar Delgado-Neira

Oscar Delgado-Neira is an experienced professional specializing in heavy-duty vehicles, currently serving as the HDV Program Lead for Latin America and India at The International Council on Clean Transportation since May 2013. In this role, Oscar leads the organization's Heavy-Duty Vehicles Program and co-leads the Zero Emission Bus Rapid-deployment Accelerator (ZEBRA) partnership with C40 Cities Climate Leadership Group. Prior experience includes positions at West Virginia University, ranging from Graduate Research Assistant to Commercial Fleets Center Manager, where Oscar conducted significant research on fuel economy and emissions in heavy-duty vehicles. Additionally, Oscar has an extensive teaching background at Universidad de los Andes, covering subjects such as thermodynamics, fluid mechanics, and dynamics. Oscar holds a Ph.D. in Mechanical Engineering from West Virginia University and an M.Sc. in Mechanical Engineering from Universidad de los Andes.
