Joseph Rostand Olinga Biwole has extensive experience in agricultural development and program management, currently serving as the Representative and Country Director for Madagascar, Comoros, Mauritius, and Seychelles at the International Fund for Agricultural Development (IFAD) since September 2014, and has previously held the position of Acting Country Director for Burundi. Prior to IFAD, Joseph managed agribusiness operations at Family Owned Farms and held various leadership roles at UNDP, focusing on conflict-affected communities, food security, and navigating inter-agency coordination. Joseph's educational background includes a Global Master of Arts in International Relations from The Fletcher School at Tufts University and a postgraduate diploma in Agronomy from the University of Dschang, alongside additional certifications in climate change and training from prestigious institutions.
