Head, Digital Finance Working Group On Innovation, Technology & Competition at International Telecommunication Union

Leon Perlman, PhD, JD has extensive work experience in various organizations and roles. Leon worked at the World Bank Group as an International Payments Expert starting from 2013. In 2017, they served as the Chair of the FIGI Workstream on Technology Infrastructure Security at the Bank for International Settlements and also as the Chair of the FIGI Workstream on Distributed Ledger Technologies at the International Telecommunications Union. Starting from 2014, they were the Head of the Digital Finance Working Group on Innovation, Technology & Competition at the International Telecommunications Union. Additionally, Leon Perlman has worked as a Functional Expert at the International Finance Corporation since 2013. Leon has also been involved in various working groups at the World Economic Forum, including the Mobile Payments Working Group, the Big Data Working Group, and the Agri ICT Working Group. In 2015, they founded and led the DFS Observatory at Columbia Business School. Prior to that, they founded and served as the Director of Dashboard FastForward Research from 2004 to 2013. In 2019, they became a Mentor at Barclays Techstars Accelerator for Blockchain Startups.

Leon Perlman, PhD, JD has a diverse education history. Leon completed a Master of Science degree and a Bachelor of Science degree, both from the University of Cape Town. Leon also earned a Bachelor of Science (Hons) degree from the same university. Furthermore, they obtained a BProc degree in Law from the University of South Africa/Universiteit van Suid-Afrika, as well as an LLB degree in Law. Leon later pursued a PhD in Law with a focus on Technology & Mobile Payments Law from the University of South Africa/Universiteit van Suid-Afrika. Additionally, they attended the National Payment Systems Institute for a program in Payment Systems - Clearing & Settlement in 2014. Lastly, Perlman holds a certification as a Private Aircraft Pilot from the Federal Aviation Administration.
