Phil Belcher

Phil Belcher is the Marine Director at INTERTANKO, responsible for the strategic development of the global tanker industry's international messaging and best practices since 2013. With 30 years of maritime experience in both the oil and gas sectors, Phil has held significant roles including Professional Development Officer at the Honourable Company of Master Mariners and Assistant Director at the Bahamas Maritime Authority. Phil has demonstrated expertise in safety, security, and regulatory compliance, managing an international team and a multi-million dollar budget while engaging with various maritime stakeholders. An accomplished academic, Phil earned both a PhD and BSc in Maritime Safety and Human Element from Cardiff University.
