Tory Schrock is an experienced professional in healthcare management and organizational excellence, currently serving as the Director of Value Based Care at Iowa Primary Care Association since December 2023. Prior to this role, Tory held various positions at Pella Regional Health Center, including Director of Organizational Excellence and Service Excellence Manager, from February 2020 to October 2023. At Mahaska Health Partnership, Tory worked as a Process Improvement Facilitator from August 2009 to February 2020. Earlier experience includes positions as Management Assistant for the Town of Oro Valley, AZ, and Budget Analyst for the City of Tucson. Tory began a career in public policy as an intern with State Public Policy Group in the early 2000s. Tory holds a Master’s Degree in Public Administration and a Bachelor of Arts in Political Science, both from the University of Arizona.

The Iowa Primary Care Association (Iowa PCA) has provided technical assistance and training to Iowa’s community health centers to support their ongoing commitment to provide quality, affordable primary and preventive health care to meet community needs since 1988. The Iowa PCA is a non-profit membership association comprised of 13 community health centers and one migrant health program and is recognized as the trusted voice on healthcare, particularly concerning vulnerable populations.
