Kaspars Rūklis is an experienced advocacy communications practitioner and educator with a strong background in public relations, communications, and education. They have held various roles, including Executive Director of the Baltic International Summer School and Senior Program Manager at IREX, managing significant media literacy and digital engagement programs across the Baltics and Europe. Kaspars has also served as a press and media specialist at the U.S. Embassy in Riga and has lectured on global communication and public affairs at the University of Latvia. They hold a Master's degree in Mass Communication/Media Studies from the University of Latvia and are currently a PhD candidate in Communication Science.
