Nobumitsu Hayashi is the current Deputy Governor at Japan Bank for International Cooperation. Prior to this, they served as Commissioner at National Tax Administration from July 2014 to July 2015, and Director-General of the Finance Department at the Ministry of Finance, Government of Japan from August 2012 to July 2014. From August 2010 to August 2012, Hayashi was the Executive Director for Japan at The World Bank Group.

Japan Bank for International Cooperation, known as JBIC and originally established as the Export Bank of Japan in 1950, is a policy-based financial institution wholly owned by the Government of Japan. It conducts lending, investment, and guarantee operations with a mission of contributing to the sound development of Japan and the international economy and society.
