Rafael Eduardo De La Torre Medina has a range of work experience in the telecommunications industry. Rafael Eduardo started their career in 2008 at Movilnet, where they worked as a Telecom Specialist for over 11 years. In 2019, they joined Presea Telecomunicaciones as a Wireless Engineer for Huawei, and later moved on to MasTec Network Solutions as a Maintenance Technician. In 2020, they worked at FM Technology Group as a Telecommunications Technician, and currently holds the position of RAN Field Engineer at KCCTech.

Rafael Eduardo De La Torre Medina's education history begins in 2000 and ends in 2008 at the Universidad Nacional Experimental Politécnica 'Antonio José de Sucre', where they did not obtain a degree or study a specific field.

In terms of additional certifications, Rafael obtained various certifications in different areas. In 2011, they received a certification in the configuration of Pasolink Neo Radios from NEC Corporation. In 2012, they obtained certifications in grounding of a telephone exchange system (earthing), splicing and measurements in fiber optic cables, introduction to optical communications, interconnecting Cisco networking devices parts 1 and 2, and NERA Evolution Long Haul and Netmaster Client O&M from CANTV. In 2013, they obtained a certification in Optix OSN3500 O&M - 1st Line from Huawei. In 2014, they received certifications in Optix RTN 900 V001R002 - 2nd Line and BTS3900 GSM - O&M from Huawei. In 2020, they obtained an OSHA 10 Hour Outreach Training Program - General Industry certification from 360training. In 2022, they obtained an OSHA 30-Hour certification, also from 360training. Finally, in 2023, they obtained certifications in Ericsson IMS Signaling, IMS Introduction, LTE Air Interface, LTE Protocol Stack, LTE RF Optimization, LTE RF Planning, VoLTE Introduction, and VoLTE Optimization from Mobil Networks.
