Siobhan Tolar is an attorney with extensive experience in municipal law and economic development. Currently serving at Kennedy and Graven Chartered, Siobhan previously held various positions at the City of Saint Paul, culminating in the role of Senior Assistant City Attorney, where responsibilities included providing legal counsel for the Office of Financial Services and the Human Rights and Equal Economic Opportunity Department. Siobhan's career at the City also encompassed roles as Assistant City Attorney and Associate Assistant City Attorney, focusing on legal research, drafting ordinances, and leading special projects.
