Shirley Mardonez has a diverse work experience spanning several years. Shirley currently holds the position of Vice President of Business Development and Origination - Mobility Oficina de Representación Bogotá at KfW IPEX-Bank since July 2023. Prior to this, they worked as an independent consultant at Agencia Nacional de Infraestructura (ANI) from March 2023 to June 2023. From April 2020 to March 2023, they served as a Senior Manager at KPMG en Colombia.

Shirley also gained valuable experience as the Head of Multilateral Banking and PPP Projects at SECRETARIA DISTRITAL DE HACIENDA DE BOGOTA from November 2018 to April 2020 and as a Senior Consultant at the same organization from June 2018 to November 2018.

Before joining KPMG, Shirley was a Manager at KPMG en Colombia from January 2016 to June 2018, where they provided strategic consulting and financial structuring services for private capital infrastructure projects. Shirley also worked as a Senior Consultant at Departamento Nacional de Planeación from August 2012 to December 2015, assisting in the promotion of private participation in infrastructure projects.

Shirley's earlier career includes roles such as Chief Financial and Business Officer at Tasp UK Ltda from October 2008 to October 2011, Senior Advisor at Secretaria Distrital de Hacienda de Bogotá from January 2006 to July 2008, and Consultant at Ministerio de Hacienda y Crédito Público from August 2002 to January 2006.

Shirley Mardonez has a comprehensive education history. In 1996, they began their studies at Universidad Externado de Colombia and obtained a degree in Economics in 2001. Following this, from 2001 to 2003, they pursued a specialized degree in International Finance from the same institution. In 2009, Shirley enrolled at the University of Wales, Cardiff, where they completed their Master of Business Administration (MBA) in 2010.

In addition to their academic achievements, Shirley has obtained certifications in their field. In September 2013, they successfully completed the Basic Management Exam with a score of 83 points, which was administered by the Autorregulador del Mercado de Valores de Colombia (AMV). Moreover, in May 2019, they became a CP3P Certified PPP Professional Foundation Examination after passing the examination conducted by the APMG International.
