Deborah Turner, P.E. is a seasoned civil engineer with extensive experience in transportation and project management. Currently serving as a Civil Roadway Sponsor and Operations Deputy at Kiewit since November 2025, Deborah combines strategic leadership with hands-on project execution. Previously, Deborah held various roles at the City and County of Denver from March 2016 to December 2025, including Interim Director of the transportation implementation division, where responsibilities encompassed overseeing the delivery of all projects and programs, refining strategies, and ensuring performance standards were met. Earlier career experience includes serving as a Senior Civil Engineer at the City of Thornton, Colorado, from May 2006 to March 2016. Deborah earned a Bachelor of Science in Civil Engineering with a focus on Structural Engineering from the University of Colorado Boulder between 1995 and 1998.
